Introduction

Most children who come into care have experienced complex trauma and faced significant challenges early in life; entry into care is itself often a distressing experience and brings with it a significant sense of loss. As corporate parents, local authorities and partner services have a clear responsibility to support children towards a better future and to help them overcome significant disadvantage as they grow up, leave care and move into adult life. Providing high-quality parenting and creating a sense of belonging are vital to young people’s health and wellbeing and are the foundation for positive transitions (ADCS, 2012).
